Why no per-user price?
Because more people are involved in a data test than just those who build it: business teams, test and QA, compliance, management, auditors. A per-seat price would lock out exactly the people who should see the result. You license projects; the number of users is unlimited in every tier.
What drives the price, if not the number of users?
The number of licensed projects and the maturity you need. A team that only tests needs less than a regulated institution that must show an audit trail, formal approvals and verification on production data.
What does a proof of concept cost?
